Bing 54 fuel lines

I have two Bing 54 carbs on my Rotax 582 mod 99.
Each one has a 1/4" OD fuel line that runs from one side of the carb to the other side. Both lines have a hole at the lowest point, which is about midway. The holes look like they were intentionally punched - not manufactured that way.
Can anyone tell me what this line does, and why there's a hole at the lowest point?
