bing 54 remote choke

i have a bing 54 carb with remote choke. i am unable to put it back together. i put the cable thru the housing with the adjustment screw and nut screwed in to allow the most cable slack.

the other end of the cable is riveted or swaged into the handle lever and does not allow any slack from that end.

after placing the spring into the housing and then the brass sleeve. when I compress the spring with the sleeve on top so it is flush with the housing i am unable to hold it to swivel the choke housing onto the cable, the spring is too strong. thought about cutting the spring so there is less tension.
