What material is the oil tank lid made of?

Some types of stainless are magnetic.

I’m guessing it’s one of the ferritic stainless steels, maybe 409, 430 or 439, all which are common in the auto industry for components like exhaust systems. There are filler rods such as 309L that can be used to join dissimilar ferritic steels, so you may not need to know the exact grade of the lid.  You could also consider brazing with a nickel based brazing rod. I don’t think you can buy the oil tank cover separately.  So, being just a hobby level welder, I would get small pieces of several types of ferritic stainless steel and practice first.

Be very careful.  There are different tops and on the later versions the filler neck and the oil line fittings are not welded in but bonded with a special glue.  Too much heat may damage the part.  You can not buy the part as a single piece.
