It has been a long time since I responded to my own question. But the problem has been solved and it was as simple as spit. In order for the ignition module switch to work properly it has to be grounded to the aircraft engine like everything else on a plastic aircraft. The large ground wire where it attaches to the engine via a starter motor lug had vibrated broken. At first intermittent and finally one day while and innocent bystander noticed that the wire was just about ready to fall off and touched it and it did fall off. That was to ground contact for those modules. The ground contact for the modules were separate from the ground contact for the remaining part of the electrical system like radios and EFIS,etc.
So at this time we have a pair of perfectly good ignition modules on hand for sale at a reduced price.

    Hi Joe,
Glad it was a cheap and easy fix. Time to go fly.

"If a wire going to the module breaks or if a ground wire is lose or broken then they can have a temporary failure that you can fix. Commonly caused by vibration or bad ignition switches."

Common cause should always be first on your agenda to look at for an issue.
