How do you determine with high accuracy that a electronic module for a 912ULS is not working and has failed internally? I have checked wiring continuity, swapped the red trigger coil wires for ignition A & B and identified which module is not working, checked connectors, etc. Still at the price of a new module I want to be sure all the bases have been covered.

The only way is to be bench tested at a properly equipped Rotax overhaul shop. If you are in North America you can send them to Lockwood in Florida or Rotech in BC.
    This function check consists of:
-Cut in speed (for each circuit, each module has two circuits)
    -Retard/advance speed (again, both circuits)
    -Mag switch function
-Spark under load (air pressure added to spark plug chamber)
