No RPM

I have a Grand Rapids EIS for my Rotax 912UL. I'm seeing zero RPM while trying to start. I've checked the wiring, trigger gaps, etc. What else should I be checking? If the engine starts everything works fine, but my zero RPM reading is a symptom concurrent with the engines refusal to start. Lockwood seems to think it might be a bad ground somewhere but where should I start looking?
