I am suspecting if there is anything to do with the carburetor float in the float bowl. The problem seems to only surface during descent at idle throttle setting.

Check your carburetor piston to make sure it's not twisted and the aperture is the right size. These sorts of problems with the piston will be showing up most when it's at idle.
When was the last time your carbs were properly disassembled and inspected?
