Recently, i encountered this defect where my Idle RPM does not respond to adjustment that i made on either side of the carburetor. Anyone has any postulation/experience of such defect?

Keep in mind that the Carb Throttle Springs are trying to OPEN the Throttle to the Full Power position.
As you back off the Idle position screws, The throttle arm will NOT naturally follow the screw.
You will need to continuously Pull the throttle cable to take up the slack.
You might find it easier to adjust the Idle too Low and then adjust it Up rather than DOWN.

What are you actually adjusting? Are you trying to make the adjustment with the engine running? Are the stops on the throttle arms actually touching the idle stop/position screws?
