As the weather is getting very cold in the MW I'm seeing Man temps in the 30's. Is this normal?

If you are drawing air from within the cowling, the manifold Temp will be the same as, or very slightly below, the cowling temp.
There is nothing in the system that will heat it up unless you have a "Carb Heat" option which is unnecessary with a Fuel-injected Engine.
The Short Answer, Yep, Normal.
