Those carbs should not be loose if all the way in and the clamp tightened against the spacer. Something has to be not right. Can you take a close up picture of where the carb seats into the rubber flange?

Using my computer to blow up the image, it appears there is a gap at 6 o'clock. I"ll go in and loosen the clamp, then make sure I"m completely seated. tell you how it goes, but is that pick enough evidence to say its likely the smoking gun?

I shaved a millimeter off the clamp spacer and refit the clamp. I flew for about 2 hours and did multiple landings to run through all RPM ranges. The carb stayed in place just fine.
I wonder if the culprit may not be the angle of the choke cable? Pulling on the choke at start might be the right amount of force to cant the carb if it were loose although now I think its fixed. I do feel a need to re sync the carbs. There was some roughness that I didn't have before messing around with the clamps and all. I disturbed the carbs in the socket but didn't change any cable adjustments. They can be finicky though. I'll let you know.

Glad it didn't move. Make sure there is no stress on any cable.
