The 914 is capable of 115% power for 5 minute.
And can run at 100% Power contunuously.

The manual shows that 100% power is 5500rpm at 35"hg,
and 75% power is 5000rpm at 31"hg.

31" and 35"  would be impossible MAP pressures without the Turbocharger applied and assisting.
The Turbocharger is operating, applied, and assisting with power to some degree 100% of the time right down to idle.
