What happened to the ability to underline, bold, change font size, text color, ect....?

there is the quick reply and the reply, if you choose the reply you can still do all the above. the quick reply has all of that removed for quick answering...

It's not under any of the replies. It's just a blank space. It looks like the feature has been turned off.

The smiley faces aren't working either, even though they are displayed.

My computer doesn't display any bold or underline and you can't use the smiley faces.

Is anyone else having an issue with these?
