Oscillating water temp gauge

Hello everyone.
I have a rotax 582 grey head, and my water temp gauge reads normally, except for the issue that sometimes it tends to peak up 20 or 30 degrees celsius and then back to steady normal reading. Average occurrence is 5 to 7 times in a minute, but not regulary.
With engune shutdown, indication is steady.
Should it be a faulty sender or maybe bubles in the lines?
