Perhaps you are correct for a lithium ion battery however all the battery people say it is about a minimum 2.2 to 2.4 volts per cell to charge (normal lead acid type) The accepted standard on the regulator is 13.7 to 14.2 according to Ducati for the output in DC on a running engine.
The charge rate is not the same as the maintained voltage of a static battery as I understand it. The output may not help a failing battery internally depending on what is wrong. I agree with you on the power on a static battery that is not getting input from the regulator.
