Do you happen to have a shunt installed in the circuit that you measure the voltage of?

I do. This leads to my new question which is the relationship of the shunt and battery voltage.

Current shunts should have a very low resistance and should not affect any feeback voltage to the regulator. You could check that the connections are properly made and tight, but that is true of any part of the high current electrical circuit.

Upon inspecting the shunt I noticed a crack on the left side of it (This a Dynon set-up). I will go ahead and replace it.

If there isn't any damage I have had good results with removing the connectors. Taking a scotchbrite pad and cleaning all the surfaces and applying a tad of dielectric grease.
