Has anyone removed the idle jets and cleaned them? Has anyone done a proper mechanical sync to get the carbs set it the proper throttle arm setting before a pneumatic sync?

Carbs were synched
Have not cleaned the idle jets but as I mentioned once it's warm it seems to run fine and idle without the choke.

Sounds like you have a partially blocked idle jet or perhaps the idle mixture is set too lean

I'd clean them. It's quick, easy, cheap and rules an issue in or out.
