When there is requirement of purging oil system?

Anytime you loose oil out of the hoses or system above a normal oil change. Now with the newer oil filter you can pre-fill the filter. You can fill it to the top at least three times and maybe four and it will sink in and you will not loose oil when you screw it on.
For the average owner that would be on the installation of a new engine, removing the oil cooler to clean it, the 5 year rubber change and you changed all the oil hoses or any other time you change oil hoses. The one thing I saw that made me shiver once was a guy on Youtube that was going to show everyone how to change oil and when his oil was all drained he rotated his prop with an empty system to get more oil out. Bad idea because then he really needed an oil purge and he didn't do one. Doing things like this may cost you lots of money.

If you get in a situation that needs an oil purge it just doesn't take that long to do it the right way to make sure your engine is safe when started.

What is the oil drain plug for on the bottom of the engine block and what happens if you remove it?

There are multiple locations on the block to attach the Oil return hose.
Which one is used is determined by the specific airframe and whether it is a pusher or tractor installation.
The newer blocks have three of them. Two will not be used.

These are Not Drain Plugs but, "What happens if you remove it?", Oil drains out!
The engine has a Dry Sump so might get a few ounces but you will not get the whole gallon.
