I could have done a better job in my explanation and wording. The plug boot can come off if not properly pushed on. Some people push it on and it's in the boot kind of sideways and not over the threaded part of the plug. Anytime you push a plug boot on give it a tug and it should not just slide off.

The pull-off force test for the plug caps is required every 200 hours, as per the maintenance schedule in section 05-20-00, page 10 of the Line maintenance manual. "Check that resistance spark plug connectors fit tightly on the spark plugs. Minimum pull-off force is 30 N (7 lb)".
Replace the plug caps with new ones if they fail the pull-off force test, are swollen, discolored, or are damaged. There is no way to tighten the caps when they fail the pull-off force test.
