more detailed:
Cylinder 1 forward bolts have an allen screw on the other side. Both rear bolts share with the forward bolts of cylinder 2.
Cylinder 2 rear bolts share with 3 forward. 3 rear share with 4 forward and 4 rear have allen screws on the other side again.
But in addition: there is a cylinder base nut, as Ed said.This has to be torqued bevor you torque the heads.
So in this case, the heads of the allen screws on the other side have to be torque to the double nut before torqueing the heads.
One other thing:
I had trouble with the last torqueing scheme with a 2007 914.
The last official scheme is for newer engines with M8x1 nuts.
So please, check which engine you have and use the proper torque scheme.
