Bad turbo pressure

Hi,
I got a Rotax 914F, I have just made an overhaul on the carburetors. They are synchronised and runs smoothly. When I give full throttle, I get a maximum pressure at 39 for a brief time, a second or two., then it reduces to 36-36,8. If I turn the turbo control is off it is easy to get 42-43. I have followed the instruction on how to adjust wire to servo and wastegate. I have calibration software to TCU version 4.3 it runs very un-stable but I manage to set the throttle positions.
Any ideas what the next step shall be? I failed to find any good documentation on how to use the TCU 4.3 software.
