Well, 30Nm = 22 ft∙lb , so we are in the same ballpark.
It holds the case halves together at the main bearing.
If it is tight it should not need a Silicon "BandAid".
If you can turn it, be sure to check the mate on the other side of the bearing.

yes the bolt clamps the case halves.
the problem is the oring between the halves is leaking, allowing oil to travel down the bolt. Only old engines has such orings (850-900 red in color)
a band-aid would be to take the bolt out and put some locktite 5910 on it and the torque (only for pre-2006 engine) to 25Nm

What is the serial number of that engine? Can you be more specific about the bolt location? (see pic)
