915F3 Manifold pressure

Today our 914 plane no longer produced full manifold pressure. How critical is the adjustment of the waste gate. In the idle position, the gate is closed, but it can be opened manually by some. Also throttle fully forward, gate does not close completely. Test was done plane on ground, engine not running.
