Its not that risky - just be aware of the direction/tip of the flame & its general heating director.
Possibly counterintuitive the hotter the heat source, the less risk, as a shorter time is required to raise the temperature of the target.
As an added safety feature a wet Towle laid so as to prevent flame/ heat inadvertently impacting on an unintended area.

A heat gun less risk, but unless you have fuel out on the engine using a small butane torch out by the exhaust stud should not offer any issues. I use my torch all the time to loosen nuts and bolts. Just heat all around it. Like I said I like the small butane torch because it has a very small flame and easy to aim and concentrate on a specific target. I used to use it all the time to loosen the old Torx (factory installed too tight) magnetic plug.
