Hi Greg,
Try using a "master gauge" to get an accurate reading, to compare with your panel instrument.
Check - connections for a secure tight fit - wires for abrasion & security. This includes earth system.
You might also consider giving us more information eg what sort of gauge, aircraft, hrs, etc?

Temporarily connect a mechanical/Needle style Pressure gauge.
You may have an unstable pressure regulator like This One.
