The older bowl had a hole all the way through and out the bottom of the bowl so if the pin ever did come out it would leak. This isn't very common. The newer bowl pin hole does not go all the way through so a leak wouldn't be an issue, but your carb would still over flow out the vent tube.
I have seen some fix the one with the open hole by applying Loctite 648 (green) in the hole and on the pin tip and then tapping it back in place. I have not done it, but it seems to work.

I talked to the Technical Support guy at Lockwood last Monday and ordered new float bowls the same day. The new bowls do not have the float guide pin holes all the way through the bottom of the bowl. I installed them Thursday. Even though they seem to be the exact same size and shape, the retaining clip is much more difficult to pull into place. The surface is slightly rougher. It took a pair of channel lock pliers placed just right to squeeze it into place.
All is now good.

Hi Alan,
If the carb bowl bale was that hard to pull on then I'd check to make sure the rubber bowl gasket is 100% in place and not caught on on edge. The difficulty you describe is what happens when the rubber gasket is not fully in its grooved out position in the carb body.
