I would look at the ignition on the 2/4 side if that carburetor isn’t working, could be a spark problem.

My 914 recently had a similar problem after my mechanic changed the carb floats - it wouldn't accelerate above 3200 rpm. Changing the float bowl gaskets did not solve the problem, but replacing the float bowls with new ones did. You mentioned in your first post that you had the bowls off, so you may have a leak there. I'm not a mechanic, but I have seen here on the forums a suggestion to spray starting fluid at the carb/bowl seam with the engine running. If the rpm increases, you have an air leak at the bowl.

Running the engine at 2500~3000 RPM. Throttling down one carb at a time. 1/3 carb made the RPMs go way down, while strangling the 2/4 made a much smaller difference.
We tried again today, with the opposite result.
And when I today looked at the floats of the 1/3 carb, I saw one float had detoriated, like in cracked layers. So I'll buy the large carb "rejuvenation" kit plus the rubber flanges. That should do it. After all, the engine is 16 years old and has run 635 hours.
