The SLSA class is covered by the FAA in what and who has responsibility. When it is installed in a factory made aircraft (therefore a special) the manufacturer of record is the OEM who signs the FAA 8130-15 and submits to the FAA that document to get the airworthiness certificate. Quick drain valves are not supplied by Rotax and are not tested by Rotax. Given that they only approve the standard drain plug as supplied in the original scope of delivery. To change this the OEM of record who signed the 8130-15 would have to include in their maintenance manual how and what the service and maintenance of this change could be done and any inspections needed. If they do not then legally it is not allowed. Only the OEM, not Rotax, could make that allowance. In the example of the Vans aircraft they give substitutes and it is covered in their maintenance manual for the RV-12iS.
