Leaky oil injection tank

My 582 oil injection tank seems to be leaking out around the black rubber gauge gasket that has 2 metal clips coming from the center. Is there pressure behind this that would cause it to leak or is it just splashing out around the seal? Can I fix this with a rubber or silicon sealant of some sort? It drips down onto the exhaust below and is making a mess.
