Possible reasons:
Overcooling - block of part of oil cooler fin area or reduce cowling air flow in or out.
Faulty temperature sensor - check by placing in boiling water (100C) or swapping leads with cylinder head coolant temperature.
Faulty gauge - replace

Reason? its not getting hot enough.
Might need a bit more details, engine tyoe, RPM, outside air temp, model of plane, straight and level flight/climbing/decsending, do you have a oil, water or both thermostat fitted? size of external coolers?

P2006T aircraft, whether summer or winter, the oil temperature during the entire flight is difficult to reach 90°C.
