TBO extension clarification

Looking for clarification on SB-912-057UL 1.1 b.

does the tbo increase lfrom 12 to 15 years along with the increase from 1500 to 2000hrs?

The way the SB is worded is strange (translation i guess) Is there anyplace else where its clarified?
