I have a 914 in a gyrocopter. Engine runs fine up to 35" manifold pressure, as I go to 40"engine surges badly.
When I take it back to 35" it runs perfect.Have checked carbs. all seem good.
Three way valve has been checked and in good working condition.When I unplug electrical connection from three way valve, engine runs good at 40" manifold pressure.Surging starts the moment the three way valve opens above 35" manifold pressure.

    Try re-clocking the ram-air port between 15-25 degrees from the centerline of the tube going to the turbo. see attached.
    Make sure the ram-air port is sealed ("B" nut it tight) and you don't have any cracks in the viton hose or Tees.
