Throttle Positon Sensor

With my 912iS throttle closed the EFIS indicates it as 28% open and with the throttle open 70% the EFIS is indicated it as 100%.
That is approx 28% to much indicated both at closed and at 70% open. Has been like that since new. (The butterfly follows the throttle handle properly.)
Is this normal or is my TPS misaligned?
