Blown fuse

Hi everyone
I work on aircraft CT flight design ,I found that fuse F15 ( this fuse is for warning Lamp B, 2amp.) in Fuse box burned ,I change it by new one, but after increasing RPM about 2500 to 2700 both warning light lane A&B blinking, When I decrease RPM and after some minutes the Fuse F15 burned again,
also I found that GND of Regulator A & B are connected in all time ( ref. to IM 24-00-00 pag.7) (continuity must not be present) Can this continuity cause the fuse blown?
how can I test Regulator A & B and Generator A & B that they are ok or Not,
and how can I test that its engine or aircraft wiring problem.
I extracted ECU file, ( Generator Manager in Fail safe) but I need your help to solve the issue,
