Hello!

My friend has a Zenair CH701 with Rotax 912UL, usage is quite low, average of around 1 hr flight time every 5 months or so.

Recently tried to start up, but able to crank with no startup. After some troubleshooting it is suspected there is no ignition. He replaced all spark plugs, still nil joy.

Then he removed all spark plugs from the cylinders and observed 2 spark plugs from the same cylinder while cranking the engine - no spark at all.
Could it be (highly unlike but possible) both e-mags are unserviceable or is could there be another fault?

Cheers!

It is more likely the battery. The engine probably isn't turning fast enough. Either jump the battery or try it with a known well charged battery. Full choke and crack the throttle. Until the battery is ruled out it should be your number one suspect especially with this aircraft use schedule.

The battery is fully charged prior to the unsuccessful start.
Also, the ignition check was carried out with spark plugs disconnected from the cylinders, so it was cranking faster than a normal starting crank speed, but nil ignition.

    Let me ask the Obvious...
Are the Ignition switches ON (Open)???

You might want to place a Meter across them to confirm this.

This airframe uses the key type of ignition/start: OFF LEFT RIGHT START

I see that you are from Malaysia. (hot and humid)
There are 2 black wires coming from your electronic ignition pack plugs which are attached to the inlet manifold with 2 separate 10mm bolts on the starboard side of your engine.
Undo these bolts and clean both the aluminium manifold where they sit with a small wire brush and the same with the copper lugs so that all of the surfaces are shiny.
If you have access to some lithium based grease apply a LITTLE of that to the surfaces that you have just cleaned. If these earthing points are corroded it will play havoc with your ignition system.
