Choke and closed throttle query

After a bit of clarification on the “close throttle, full choke” instruction for a cold start. Not an issue with starting, but it had me questioning the setup. 

I know that the choke won’t work correctly if the throttle is open, however how does the choke “know” if the throttle is closed? It’s left me a bit confused!
