After rebuilding my carb’s and checking all the above suggestions, I found that the armature hole that the support pin go’s though was a little tight and was slightly binding the float arms . I opened it a little, and that let the float arms move the needle close.

After rebuilding my carb’s and checking all the above, I found that the hole in the float arm that the support pin goes though was a little tight and was making it drag some. I opened it up a little and was enough to let the floats move the arms and needle close completely.
