I have checked throttle movement and I seem to have a complete and full movement on both carbs

"seem to have" - doesnt sound definite.  Double check that the movement is the same (very close) on both carbs, from idle through about 75%,  to full throttle position.

It is a 912 ULS. It has 1300 hrs on it. Annual just done in December the carbs synchronize but not overhauled.
The carburetors have not been overhauled. I have full throttle movement on both carburetors.  I believe it is OEM fuel pump. Nothing changes when I turn on the electric pump.  It has a K&N  filter on it which has not been overly oiled. I did a static run up and check the prop speed with the engine rpm based on the prop gearing and I appear to have a correct RPM reading.
It also has the original fixed pitch GT prop.

If the carbs have 1300 hrs. then they are  due for an overhaul. If the pump is not the newer Corona pump (aluminum with screws around the perimeter) then it should be replaced. If you are getting the 4800 rpm on a static run then the prop pitch should be okay. If it can't then it may be over pitched. With just this info I'm leaning on the carbs and or fuel flow for now.

I would still check the fuel flow up to the pump and then up to the carbs. If it was okay before you may have something in a fuel line or wedged in a banjo bolt. Just be thorough and check the fuel system. If the rpm is reduced and that's a NEW development it could be the fuel flow or delivery through the carbs.
