It would appear that you will need to remove the Exhaust Valve before you could get access to the Seal.
So, NO would be the most likely answer.

Yes you can with the correct tooling. I have many times ..

Ah! "the correct tooling" How wonderful to have all the specialist tools.
If you don't have it, unable to beg/borrow/steal, then you must make do with what you have.
Be warned ::) this may result in a bigger job than what might be expected of a "better" resourced workshop.

Roger. Were you able to replace valve stem seals easily? Looks as though you need valve spring compression tool, but I don't know what othere specialist tools one might need.
