Maximo, I think that I have things figured out. It appears that the factory just put in one of their standard circuit breaker panels, but the fuel pump labeled circuit breakers are not actually connected to the fuel pumps. I disconnected the power wire from one of the fuel pump labeled circuit breakers, turned on the master and the pump switch, and the pump ran just fine. Looks like I was in a panic for nothing, thanks for your help, I do understand the 912iS much better now.

Old School, thanks for your input, I think that I have it figured out now. There are two fuel pump circuit breakers on the panel, however they are not connected to the fuel pumps. That had me confused.
