Yes, an iRMT tech (iS-certified) should carry out the inspection, and then mark the bulletin as complied with in the engine logbook.

as per the ASB:

"All measures must be implemented and confirmed by at least one of the following persons or
organizations:
- ROTAX® - Authorized Distributors or their independent Service Centers
- Persons with approved qualifications for the corresponding engine types. Only authorized persons (relevant iRMT Level) are entitled to carry out this work."

I think he wanted to know if the IRMT (only certification) was LEGAL or if he also had to be an RLSM-A or an A&P?

Yes. PS - I was not aware of a 912iS specific designation.

In the US it would take the LSRM-A or an A&P. This wouldn't fit under the FAA per use of owner maint. and of course an IRMT is good to. :)
