What engine, plane and altitude are you flying?
Make sure when you guys read a manual the part you are reading is for the right engine.
I personally don't know a single person that is running it the mid 1400's in cruise rpm They are in the 1300's and some see 1400's on rpm reduction to the mid 4K rpm's
I don't think you have any thing to worry about or fix. Rotax setup its engine's in a specific manner for a reason. Changing running parts and parameters have cost some new engines. $20K.
Might be better here to let sleeping dogs lye.

What's the right engine? I go back and read it.
This a slsa kitfox with a zipper top end.
It is fine at cruise but full throttle goes too high. what does 1470 normal mean then?

This is why you most likely have high ECT's at the top end. If it's an SLSA did you get a Letter of Approval to put the zipper system in?
