Yes, I measured flow at the outlet of the fuel pump.

How much fuel did you have in the tanks when you did this test?

I had somewhat less than 1/4 tank of fuel, so I considered this close to minimum fuel.
I tested both in level flying attitude and 15 degrees nose-up climb simulation.
There is an FAA bulletin (can't remember the number) that spells the test procedure all out. They recommend your test results in 125% of required full power fuel flow. I did not achieve this much, but certainly had enough to just maintain full power.
